The Assam
Linguistic Minorities Development Board (ALMDB) has launched a livelihood
support scheme providing Free E-Rickshaws and Mopeds to unemployed individuals
from linguistic minority communities. This initiative aims to boost
self-employment through commercial and app-based transport services.

Method: Selection via Lucky Draw after strict scrutiny of applications.
Eligibility
Checklist
To apply,
you must meet the following specific criteria:
Community:
Must belong to a Linguistic Minority (Religious minorities like Muslims,
Christians, Sikhs, Buddhists, Jains, and Parsis are not eligible).
Age: Between
25 and 50 years (as of Jan 1, 2025).
Residency:
Permanent resident currently living in Assam.
Income:
Household income must be less than ₹3.00 Lakh per annum.
Skills: Must
know how to drive the vehicle.
Requirement
for Moped: Applicants must provide an undertaking from an app-based service
company (e.g., Swiggy, Zomato, Rapido).
Who Cannot Apply?
(Exclusions)
The
following groups and their family members are ineligible:
Income Tax
payers or owners of 4-wheelers/tractors.
Government
employees (Current or Retired), PSUs, or Local Body staff.
Elected
members of Panchayats or Urban Local Bodies.
Professionals
like Doctors, Engineers, Lawyers, CAs, or Architects.
Families
owning more than 15 Bighas of agricultural land.

Phase: Self-declaration form (confirming you don’t fall under the exclusion
list).
Selection
Phase: If your name is drawn, you must produce a BPL Card or an Income
Certificate (from a Circle Officer/Mauzadar) before the vehicle is handed over.
